Finland can say yes without Brussels
Unlike Switzerland, Finland is in the EU. Traficom may recognise the Dutch RDW provisional approval on its own, the same path Estonia and Denmark already took. The October TCMV vote is a backup, not a gate.

Finnish journalists rode it in the Netherlands. Traficom is riding the paperwork.
HS Visio tested FSD Supervised on Dutch roads after the April RDW decision. The Finnish question is whether that stack belongs on black ice and two-lane kantaties.

- About 6,500 Hardware 4 Teslas in Finland — 0.24% of the 2.7 million passenger cars — already carry the stack. They cannot use it.
- Tesla drivers have held Traficom test permits for years. Public ride-alongs in Petikko, Tampere and Oulu are the consumer-facing version of that trial.
- Traficom’s overall view of the system is positive. The last public statement still said the examination was not finished.

The file is open. Winter is the test.
Jukka Juhola, Traficom senior specialist, has been clear: Finland can recognise the Dutch approval before October — if the remaining Finnish-conditions questions are answered.
It is still Level 2
FSD (Supervised) is not an automated driving system under Finnish or EU law. The driver must watch the road and take over instantly. Traficom is explicit: genuine driverless vehicles on Finnish roads are a 2028 conversation, and a different legal file.
The Finnish-conditions list
Winter and black ice, overtaking on two-lane roads with bends and elevation, low visibility, and how fast a driver can grab a moving — sometimes yoke-shaped — wheel. Traficom also reviewed Tesla’s speed offset, which Sweden and Norway dislike. Finland called that offset “justified”.
Takeover
Hands back on a moving wheel
Control requires moving hands to the wheel first, while it may already be turning. Some Teslas use a yoke, which Traficom says can make the grip harder.
Winter
Ice, snow, no lane paint
The stack is claimed to work without lane markings and in hard weather. Traficom still wants that proven at Finnish speeds on slippery roads.
Roads
Two-lane overtaking
Typical Finnish highways: 60–100 km/h, curves, elevation. Traficom is watching how FSD judges an overtake when oncoming traffic is close.

Offset up to +50%
The system may run above a detected limit, capped at 120 km/h on motorways. Traficom called the feature justified. Sweden and Norway did not.
